VP of Business Development and Capture

Tim Gray is Vice President of Business Development and Capture Management at Castellum, Inc., responsible for identifying, qualifying, and capturing new business opportunities that align with the company's strategic growth objectives. With nearly 20 years of experience spanning Program Management, Business Development, and Solutions Architecture within the Department of Defense and Intelligence Community, Tim has successfully led major growth initiatives and complex technical pursuits across cyber, intelligence, and electronic warfare domains.

Prior to joining Castellum, Tim played a pivotal role at Parsons Corporation, where he led the development of a $3.86 billion, five-year strategic growth plan and managed multiple FEDSIM captures valued at over $500 million. His efforts directly contributed to expanding the company's defense portfolio and driving long-term market success.

As Senior Cyber Portfolio Manager at Parsons, Tim oversaw a $100 million portfolio and a 200-person team delivering advanced capabilities in cyber network operations, vulnerability research, and converged cyber/EW technologies. His leadership was instrumental in winning the $618 million CEOIS FEDSIM contract in support of national defense initiatives.

Tim's early career includes operational planning and intelligence integration support to U.S. Army Africa and Special Operations Forces, as well as service as a Special Agent with the Office of Inspector General. A U.S. Marine Corps veteran, he completed multiple deployments, including with the elite 24th MEU-SOC.

Tim holds a Bachelor of Science in Administration of Justice (Cum Laude) from George Mason University. He brings a mission-focused, results-driven approach to Castellum’s continued growth across emerging national security domains.
